Description
A new generation of disruptive Digital Technologies stands ready to create a second revolution in the way that public services are delivered to citizens and business.
The first revolution was based on the advent of broadband and the Internet, and for the first time, enabled consumers of public services to self-service their service needs. It lowered the cost of providing the service, as well as improving productivity and service levels.
The new disruptive technologies include mobile and cloud computing, social media, data analytics, ubiquitous computing, etc. and enable the consumption ‘at-any-time-any-place’ of more responsive and evidence-based public services.
This workshop is part of a study to identify the Digital Agenda needs of Europe's Atlantic Regions. It is being carried out by the ERNACT network, in cooperation with the Atlantic Forum of the Commission of the Peripheral & Maritime Regions (CPMR). The event will be streamed live.
By bringing input from a number of sources, the workshop will discuss the implications of these technologies for public service delivery in the Atlantic Area. Inputs will include presentations from practitioners and researchers, contributions for participants, a social media campaign and results of an online blog.
A key output of the workshop is ideas for new projects that meet the needs of Europe's Atlantic areas.
Aim
Discuss the ePublic service needs and opportunities in Europe's Atlantic regions in the context of big data, ubiquitous computing and social media.

Mr. Brian Boyle, Retired, Donegal County Council
Brian Boyle
Chairperson of the ERNACT Interregional Management Committee, Head of Information Systems in Donegal County Council (Ireland) and Director of the ERNACT EEIG Board of Management. Boyle has responsibility for the development and implementation of Strategic and Operational Information Technology planning for Donegal, as well as management of Corporate Public Relations and Communications Strategies. An Accountant by profession, he has many years experience working on National / EU programmes in the Information Society, Telecommunications and eGovernment business areas.
Donegal County Council
Donegal County Council, as the Local Authority for County Donegal (Ireland), provides an extensive range of public services for residents, businesses and visitors services in the County.
These range from Planning Control, to the provision of Social Housing, to the upkeep and improvement of Roads, to Pollution Control, to Fire, Library and Sanitary Services.
The Council also plays a proactive role in the development of the County, including growing the economic welfare of County Donegal in an effort to make the County a better place in which to live, work, relax and invest.

Daragh McDonough
Daragh McDonough is a B.Sc. graduate of UCD and M.A. post graduate in Geographical analysis from NUI Maynooth. Daragh started with Donegal County Council in 1999 and has been to the forefront of developing and implementing GIS systems and solution within the Council. Daragh has a particular interest in engaging with the public through mapping and creating “crowdsourcing” applications to tap into that local knowledge. Daragh has been chair of the National Local Authority GIS User group. In 2018 Daragh was appointed as Broadband Officer for Donegal County Council to liaise with NBI on the rollout of the National Broadband Plan. He has led out on IoT implementation pilot projects, public WiFi networks including WiFi4EU, and the creation of 12 Broadband Connection Points for public high speed broadband access around the county.

Case Study 2: Open Data Portals
This case study, from the County of Gironde (France), will outline how regions can develop open public data portals within their region or county.

Pascal Romain
Pascal Romain is a Graduate of the Bordeaux University in Ancient History and multimedia technologies, has worked for several years as a web developer and project manager.
He then chose to integrate a public service, first in the local archives department and then in the IT department.
Pascal is currently working as Project manager for the local Council of Gironde, working on metadata and information life cycle management (enterprise content management, digital archiving, linked open data).
Pascal is the project coordinator of the local opendata portal www.datalocale.fr

Gironde County Council
Gironde County is the largest French County. Its inhabitants directly elect 63 local representatives. Its main competences are social policies, transportation, and education. It also leads actions in economical, cultural and environmental policies and is a key partner for municipal and local authorities, providing them with substantial financial and technical support. In 2004, the CC launched "Gironde Numérique" (supported by ERDF), gathering local authorities and aiming at providing broadband on the whole territory. Then started implementation of programs for development/improvement of e-services. It thus confirmed reduction of the digital gap as a priority, illustrated by SAPIENS, program dedicated to appropriation of digital uses by all citizens, through support tools and resources for the network of Digital Public Spaces (DPS).

Deirdre Lee is a Research Associate in the eGovernment Domain at DERI. Her main research interests include Open Government, Linked Open Data, eParticipation, and Semantic and Social Web technologies.
DERI, NUI Galway has merged with research institutes from UCD, UCC, DCU, and other partner institutions to form the INSIGHT Centre for Data Analytics.

Caitriona Strain
Caitriona is an expert in European transnational, interregional and cross-border project and programme management. She specialises in stakeholder engagement, knowledge transfer, and fostering international partnerships in the domains of digital and energy technology, smart cities, low-carbon socio-technical transitions, and regional development. She has a doctorate degree from Queens University Belfast's School of Law, a Master's and Bachelor's degree in Computer Science from Ulster University, and qualifications in Human Resources and Operations Management. A registered PRINCE2 practitioner and member of the Chartered Governance Institute, Caitriona previously worked in various ICT positions within the private sector, including IBM UK.
ERNACT Network
ERNACT is an acronym for European Regions Network for the Application of Communications Technology.
The regions within ERNACT have been working together since 1990 to help decentralise the benefits of the Digital Agenda to regions within the European Union.
The network is practical and project driven, and has a successful track record in assisting participating regions to participate in EU interregional, transnational and crossborder Digital Agenda related programmes and community initiatives including INTERREG IIIB, IIIC and the Framework Programmes.
We have long established region-friendly management structures, project development and management systems and a professional and multinational staff team located at our European network administration unit in Ireland.

Jose Manuel San Emeterio
Jose Manuel has extensive experience leading and managing EU cooperation projects and assisting partners in digital transformation. He has an MSc in Telecommunications Engineering from the University of Valladolid and a BSc in Telecommunication Engineering from the University of Cantabria. He is also a Project Management Professional (PMP®). He previously worked for private multinationals, such as France Telecom and Siemens, in the deployment of wireless broadband networks and for the Regional Government of Cantabria in Spain implementing Digital Agenda projects.
